Developing and adapting the Youth Programme to meet the evolving needs of young people while promoting inclusion, personal growth and community impact.
The Programme Commission role
The National Youth Programme Commissioner is responsible for ensuring that the Association’s Youth Programme remains relevant, progressive and responsive to the changing needs of young people and society. The role oversees the development of programme resources, proficiency badges, section objectives and progressive schemes, while also promoting community development, education for development and the meaningful inclusion of young people with special needs.
Its work covers four key areas:
- Youth Programme Development. Monitors social trends and the evolution of young people to regularly review and adapt the Youth Programme, including progressive schemes, section objectives, programme booklets and proficiency badges.
- Training, Values & Recognition. Develops badge requirements, supports faith-based training, and contributes to the development of ceremonies, decorations, awards, uniform regulations and other elements that enrich the Scout experience.
- Community Development & Education for Development. Identifies and supports community development projects at local, district and national levels, mobilises resources and encourages young people to take an active role in creating positive change in their communities.
- Inclusion & Special Needs. Promotes the inclusion of children and young people with special needs within Scouting by developing appropriate policies, organising training and workshops, and working with specialised organisations and international partners to create a more inclusive Scout Movement.

Structure of the programme commission
The Programme Commission is led by the National Youth Programme Commissioner (NYPC), supported by four Section Commissioners overseeing their respective sections. Together, they organise activities, develop and review programmes, and support Scouters at district level in strengthening their sections.
As part of the Programme Commission, the National Coordinator for Youth Leadership and Youth Engagement is a new national-level role dedicated to strengthening youth participation, leadership and community action, while driving the Association’s work towards the Sustainable Development Goals (SDGs).
