What this commission does

The National Youth Programme Commissioner is responsible for ensuring that the Association’s Youth Programme remains relevant, progressive and responsive to the changing needs of young people and society. The role oversees the development of programme resources, proficiency badges, section objectives and progressive schemes, while also promoting community development, education for development and the meaningful inclusion of young people with special needs.

Its work covers four key areas:

• Youth Programme Development. Monitors social trends and the evolution of young people to regularly review and adapt the Youth Programme, including progressive schemes, section objectives, programme booklets and proficiency badges.
• Training, Values & Recognition. Develops badge requirements, supports faith-based training, and contributes to the development of ceremonies, decorations, awards, uniform regulations and other elements that enrich the Scout experience.
• Community Development & Education for Development. Identifies and supports community development projects at local, district and national levels, mobilises resources and encourages young people to take an active role in creating positive change in their communities.
• Inclusion & Special Needs. Promotes the inclusion of children and young people with special needs within Scouting by developing appropriate policies, organising training and workshops, and working with specialised organisations and international partners to create a more inclusive Scout Movement.
