Driving the sustainable growth and development of Scouting through strategic planning, monitoring and support at national, district and group levels.

What this commission does

The Growth and Planning Commissioner is responsible for ensuring that the Association’s strategic development objectives are effectively implemented and monitored. Working under the Chief Commissioner, the role supports Scout Groups and Districts in developing and achieving their own growth plans, monitors progress towards the Association’s five-year Development Plan, and identifies opportunities to expand Scouting to new communities.

Its work covers four key areas:

  • Strategic Planning & Implementation. Ensures the effective implementation and monitoring of the Association’s five-year Development Plan, while assessing progress against established objectives and targets.
  • Supporting Groups & Districts. Works with Scout Groups and Districts to develop and implement their own growth plans, encouraging teamwork and coordination at both District and National levels.
  • Growth Monitoring & Evaluation. Collects and analyses progress reports from Districts, evaluates national growth and recommends adjustments to development goals where necessary.
  • Expansion of Scouting. Develops appropriate methodologies and supports the establishment of new Scout Groups, helping extend the reach of Scouting to more young people and communities.
